Here is some information on the dual-spec system.
Talent Dual Spec Q&A A quick summary for those who are not interested in following the link:
- Only level 80 players will be able to use Dual Specs (although they may consider expanding it to all levels in the future)
- There is a one-time fee to activate Dual Specs on your character
- You can switch specs instantly at a Lexicon of Power (and there will be a new craftable item that allows Inscribers to create a Lexicon of Power anywhere in the world)
- There will be an in-game "Gear Manager" (presumably similar to ItemRack) released at the same time, but not tied to the Dual Spec feature
- You will be able to set up talent points before actually spending them
- The Dual Spec feature will be available for testing on the PTR
